A scholarship built on who Scott was, not just what happened to him.
Scott Thomas Palmer was an Honor Roll student at Annapolis Middle School who played basketball, soccer, and baseball with PAL and other Annapolis teams. He loved people, and had a smile so radiant it cheered up everyone who saw it. Despite difficulties in his own young life, he was always uplifting to those around him.
Scott was killed in a traffic accident on September 1, 1996, while attending a family reunion in Waterfall, Pennsylvania. He was thirteen. In his honor, his family and the Annapolis community established this fund so his legacy could keep helping kids he never got the chance to meet.

One scholarship, awarded every year, to a student who works the way Scott did.
Awards are sent directly to the recipient's college or university to cover tuition, books, room and board, or required equipment. The amount depends on the endowment's value, and every dollar raised — from a $20 gift to a golf tournament sponsorship — goes into that endowment. There is no paid staff. There never has been.
